A few words on the project… (50 words max.)
The Quality Charter for the sewage water system sis a tool for all the stakeholders in construction and reconstruction works of sewage water systems. This national charter was developed by a ASTEE working group. It was based on regional charters experiences. It has vocation to support a national reflection. It was updated in 2011. In 2013, the National Quality Charter for the drinking water systems was born.
The effective operation of the work of creation or reconstruction of a sewage or drinking system is possible only if there is a correct coordination of the different stakeholders.
The national Quality Charters explains the different steps in a sewage or drinking water system construction work : definition and conception of the project, choice of the companies, preparation of the construction work, construction work, acceptance of work, markets and financial support. It gives some advices about the management and the maintenance of the structure. It clarifies the roles and responsibilities of each stakeholder. Particularly useful to the small and average sized regional authority, the charter for the sewage water systems is in some cases necessary to obtain financial support (from the water agencies).
Strenghts of project
As a multi-stakeholder platform, the ASTEE gathererd representatives of the different structures taking part in the construction works of drinking water and sewage systems, and created a working group, in order to write the national Quality Charters. Then, the ASTEE communicated about this tool, through a website, distributing the charters, and through promotion events (Carrefour des Gestions Locales de l’Eau, Hydrogaïa, World Efficiency…).
