The project in a nutshell…

The Edward C. Little Recycling Facility, inaugurated in 1992 and constantly expanded since then, produces 240 000 cubic meters of water per day and implements a hydraulic mix that includes several types of water depending on the utilization (industrial water, process water for refinery, municipal water, irrigation for agriculture and groundwater table recharge). It contributes to reducing the West Basin region’s dependency (south of California) to conventional water resources.
What is at stake?

This facility enables to answer several needs :
 A strong demographic growth in the region (with a potential 140% increase of the population between 1970 and 2025);
 A strong dependence of Southern California to water transfer from Colorado and Northern California, with undersized water transfer infrastructures, designed for 18 million inhabitants, while population could reach 48 million inhabitants by 2025
 Rising conflicts between agriculture, municipal and industrial utilization of water;
 Hydric stress from climate change and vulnerability of surface water resources;
 Decrease in coastal water quality;
 Saltwater intrusion in groundwater tables;
 Energy consumption control ;
The project and its strengths

The West Basin water recycling facility contributes to reducing local dependence to imported water, despite the growing water demand. It supplies the area with water in abundance and health for the industry and for agriculture, allows fighting against saltwater intrusion in order to protect underwater resources, and contributes to coastal water protection by limiting wastewater discharge in the Santa Monica bay (5 tonnes of sludge avoided per day).

The facility is also efficient as regards energy: it enables to reduce the energy consumption used for the irrigation water distribution system (0.8 kWh per cubic meter). Moreover, 10% of the energy consumption of the facility comes from 5600 square meters of solar panels:  the environmental footprint of the project is thus less important compared with typical solutions based on “open loops” in terms of water supply and wastewater treatment.
